Modernised LPG Terminal Opened in the Port of Riga – AVH Group and Alexela Strengthen Baltic Energy Security

A modernised liquefied propane gas (LPG) terminal has been opened in the Port of Riga, enabling regular transatlantic gas deliveries from the United States. It is currently the only terminal of its kind in the Baltic States and represents a significant investment in strengthening the region’s energy security and supply diversification. The total project investment amounts to EUR 10 million and was implemented by SIA Latvijas Propāna Gāze, whose shareholders include Estonia’s B2G Group. B2G Group is part of the AVH Group, which also includes Alexela — one of the leading energy companies in the Baltic region with a broad portfolio of products and infrastructure.
Modern and Safe LPG Handling Infrastructure
The upgraded infrastructure enables the Port of Riga to receive and service large transatlantic LPG tankers. The launch of regular deliveries was marked by the arrival of the 180 metre vessel CERRO ALTO EXPLORER, which delivered 20,000 tonnes of LPG from the United States at the end of February. It is expected that up to 400,000 tonnes of LPG will be handled through Riga in 2026, further strengthening the city’s role as a key regional energy logistics hub.
The terminal modernisation included the construction of a 780 metre gas pipeline from the deep water berth to the terminal, as well as the development of a new technological complex ensuring safe LPG warming and processing. A multilayer automated safety system has been introduced, significantly increasing operational safety and reducing the likelihood of human error. Additionally, railway infrastructure has been expanded, enabling more efficient cargo flow across the Baltic states, while road transport from the Port of Riga now reaches markets in Poland, Ukraine and Northern Europe.

Alongside Alexela’s extensive energy business, the group’s portfolio includes strategically important infrastructure investments, such as the LNG terminal in Hamina, Finland, and now the development of the LPG terminal in Riga.
According to Heiti Hääl, Chairman of the Supervisory Board of SIA Latvijas Propāna Gāze and principal shareholder of the AVH Group, the Port of Riga project is a significant step toward improving regional energy security and ensuring stable future supply chains.
Riga Becomes a Strategic Energy Hub in the Baltic Sea Region
As a result of the modernisation, the Port of Riga is emerging as one of the most strategically important logistics points in the Baltic Sea region, providing broader opportunities for the Latvian economy as well as neighbouring markets. Looking ahead, SIA Latvijas Propāna Gāze plans to continue the terminal’s development, including increasing its LPG storage capacity.
